Is there an app out there so I can watch on an android phone?
You should be able to watch
You should be able to watch this feed natively on Android, without an app. Just browse to the page like you would on a desktop. I just tried it both on my HTC Evo and my HTC Desire and I was able to watch on both. Make sure your browser settings have Javascript enabled and set Plugins to "always on". Hope that helps!

Actually, the Union Jack represents the United Kingdom, not England. The St George's Cross is England's flag.

to be slightly more precise.... The UK's flag is the Union Flag, 'Union Jack' is more of a naval reference but has become more commonly used over the last 200 years or so :) The George Cross is for England
